DRIGHLINGTON PARISH COUNCIL

 

MINUTES.

 

The monthly meeting of the Drighlington Parish Council was held on Monday 21st January 08 in the Community Centre, Moorland Road, Drighlington, at 7.30PM.

 

PRESENT:  All the Parish Cllrs.    CLLRS. R. GETTINGS. R. FINNIGAN. CHRIS BEVERLEY. P.C.S.O.  KEN SHORT and 33 members of the Parish.

 

APOLOGIES:  Derek Lacey,  Parish Clerk.

 

MINUTES:  The minutes of the previous meeting held December 17th, were proposed by Cllr. Thornton and seconded by Cllr Day, that they be accepted as a true and accurate record.

 

MATTERS ARISING: None 

 

POLICING: Cllr. Rhodes stated the crime figures continue to fall. “Operation Champion” involving several different agencies had been completed. PCSO Ken Short, advised everyone to keep an eye out for anything suspicious, especially between 5 -7 pm during the evening, following a spate of burglaries in the village during that time period. He advised that we should leave lights and radio on, use timers, and low energy bulbs. Watch out for bogus callers, and use door chain. Houses with no lights attract attention. Watch for new vehicles in the neighbourhood. Remember to ask for identification from callers at the door.

 

Cllr Thornton spoke about “Operation Champion”. Various agencies, inc Police, Fire Brigade, Housing etc had worked together. They had particularly targeted the Fairfax, Oakwell, Moorsides and Paddock areas. They had collected and disposed of 9.4 tons of bulk waste, distributed 104 timer switches and 210 low energy bulbs. They had requests for 73 fire safety assessments and had sold 25 disc locks. Over 1.000 leaflets were distributed and it was hoped that in the next 12 months other areas of the village would be targeted. The aim of the exercise was to make nicer, safer areas in which to live and work

 

PLANNING: Cllr. Thornton reported on three Major issues. Moor Top Development, Hodgson Lane Stables and the old Drighlington Junior School. Planning permission for change of use for the Stables had been refused on grounds of traffic.  (Ward Cllr Finnigan added that it was the wrong type of activity for the location, traffic volume and the claiming of Green Belt land for the car park were issues which had contributed to the refusal.)

 

HIGHWAYS:  Cllr. Felton informed the meeting that the money was in place for the work on the by-pass.

A consultation meeting proposed by the contractors and LCC had been fixed for 6th Feb at the Meeting Hall, between 2 -9pm. The Parish Council would advise via the notice board should there be any changes as this was the 3rd date, which had been proposed.

 

CCTV/MEETING HALL UPDATE: Cllr. Thornton reported that the CCTV be fitted later in the week, weather permitting.  The remote door lock would also be fitted this month.  The Broadband connection for the Parish Office had been arranged. A new digital piano had been purchased for the Thursday OAP Group and had been presented to the group by Cllr Thornton. The OAP group expressed their thanks to the Parish and Ward Cllrs. The money for the refurbishment of the toilets and kitchen was available. LCC to fit the refurbishment into their Schedule of Works.

 

FUNDAY:  Cllrs  Brown, Warren, Slater, Scholes, Curley. The date finalised as 19th July so not to clash with Birkinshaw Fire Station Gala. Cllr Slater been in touch with RNLI and confirmed they would be attending. He had tried to contact branches of the Armed Forces but was awaiting replies. He had also contacted the Police Dog Display Team but, again, was awaiting a reply. Cllr Brown had made contact with outside catering franchises namely a Vegetarian stall, ice cream and coffee vendors.  Cllr  Scholes confirmed that Vikings Enactment would be present again this year,  The Falcon display team had yet to confirm if the would be able to attend, The Rugby Club have volunteered to provide the BBQ and beer tent. Cllr Curley confirmed that 14 stalls, 22 tables, risk assessment, meeting with holders.???

Cllr  Warren had sourced attractions for younger children at the FUNDAY. Plans included  inflatables, ball pool, trampolines and Kiddie rides supplied by Mr Hurst. An added bonus was that the supplier would provide the inflatables with risk assessments. A Punch and Judy Show had been booked. Other attractions planned to include Morris Dancers, Circus Circus, Karate Display, “Hook a duck”, Dog Show, Fortune Tellers, Face Painting and Tug o’ War.

 

PARTICIPATORY BUDGETING:  Cllrs Scholes and Thornton had met with Laura Kilfoyle and Sarah Henderson representing LCC South Area Committee re the proposals for the Participatory Budget project.  There is a total of £30.000 in the “pot”-  £20,000 from Southern Area Committee,  £10,000 from Aire Valley Homes and £1,000 for publicity and delivery of the project. Sarah and Laura expect to co-ordinate/finalise the brief for the project in the next 2 months.  Public consultations will be held allowing the public to put forward their ideas on how the money should be spent. Voting on the  proposed projects should take place by the end of May.

 

PLAYAREA.: Cllr  Winterburn was waiting for a reply from Vickie Nunns re remedial works to the area. (P.C.S.O. advised that  ASBO'S from Birstall were coming into Drighlington.)??

 

Other Matters:    The winners of the Christmas Quiz had been informed and their prizes delivered. Results of the competition would be posted in the notice board. David Cook, the litter picker had been presented with £50 of vouchers and a card from the Parish Council expressing a vote of thanks for a job well done and wishing him a happy retirement. The Clerk to write to LCC expressing our appreciation of David’s efforts. 

 

Concerns were expressed re the mining shaft holes on the Moor. There was a difference of opinion between the Lord of Manor, the Coal Board and L.C.C. as to who is responsible for filling in the holes and  making safe . Cllr R. Finnigan promised to look into the matter.

Mr Gilchrist, handed out new Bus timetables for Arriva buses travelling to Leeds and other areas, and was thanked by the Chair.

Mr Crabtree read out letter re a school in Leeds, which was destined for demolition, but had been saved when LCC did a “U” turn in response to public pressure. Mr Crabtree asked why the same consideration could not be given to the Old Junior School considering the strength of local opposition.

Cllr Day thanked  Mrs Slater for a letter concerning the provision of a bus shelter on West St/ Station Road. Cllr Day promised to investigate on behalf of the Parish Council

MINUTES

 

 

The Monthly meeting of the Drighlington Parish Council was held on Monday 18 February 2008 in the Community Building, Moorland Road, Drighlington at 7.30pm.

 

PRESENT: - Councillor J Scholes (Chairperson), Councillor A Thornton  (Vice Chair), Councillor V Felton, Councillor L Curley, Councillor G Winterburn, Councillor C Day, Councillor S Slater, Councillor K Warren, Councillor A Brown, 2 Ward Councillors and the Clerk.  There were 22 members of the public.

APOLOGIES: - Councillor M Rhodes

 

MINUTES: - The minutes of the previous meeting which had been circulated were proposed by Councillor Curley and seconded by Councillor Slater, that they be approved and signed by the Chairperson.

 

On this Council night the guest speakers from ‘One Stop’ Outer South Leeds, Sarah Henderson & Laura Kilfoyle gave out leaflets that were suggesting that Drighlington area could receive £30,000 for improvements in the village and gave information on how to apply for this money.  Two further meetings will be held and residents are invited to attend: -

· Adwalton Rugby Club - Tuesday 26th February

· Meeting Hall  -  Friday  29th February

 

The Chairperson thanked the speakers for attending from the Outer South Area.  The decision day for bids for the money will be at the end of May 2008.

 

MUGA SCHEME:- Councillor Winterburn again reported that the site was not complete after 4½ years.  The firm are rectifying poor workmanship on the site.  Signs had only been up for 12 hours before being vandalised. There is also a shortage of waste bins.

 

PARK REPORT:- Councillor Day – New Safety gates awaiting funding £1,400.  Roger Foyle, Leeds City Council is involved.  A start has been made on cutting down hedges/shrubs at the lower end of the park. Councillor T Leadley is looking at introduction of Bus shelters near West Street and the Cricket Club.

 

POLICE: - Councillor Thornton – The figures for the survey done on Whitehall Road (following a recent fatality) are not yet complete and hopefully will be available at the next meeting.  There were 24 incidents of crime in Drighlington in January 2008; thankfully this is on the decrease.

 

 

P.C.S.O. Ken S came to the meeting to say he had obtained a transfer to the Wakefield Area from 17 March 2008 and said how much he had enjoyed his stay in the village.  His presence had been felt and he had made many friends.  The Clerk to write to Inspector Pedley thanking him for Kens’ work in the village.  We also look forward to a replacement as soon as possible.

 

HIGHWAYS: - Councillor Felton gave an account of her discussion with Simon Booker (Leeds City Council) re signage on the by-pass. Potholes were reported near the old Brickworks on A650 and at the crossroads. Litter was a problem on the by-pass and Councillor Felton was aware of this.

 

FUN DAY: - Councillor Curley reported that the number of stalls would be increased to 30.  Simply Circus had not yet been contacted. Councillor Slater mentioned that the Royal Marines would display 4 vehicles and a Climbing Wall.  RNLI would be displaying a boat.  There would be a Mr Whippy Ice Cream vehicle ,a coffee van and a vegetarian food stall all of which had been sourced and arranged  by Councillor Brown. Councillor Warren had booked inflatables for the day.

 

MEETING HALL: - BT had not yet installed the Broadband. But Councillor Thornton said this was in hand.  The CCTV was now installed; a new lock had been fitted to the main door.

 

EASTER EGG HUNT: - Councillor Scholes/Councillor Slater reported that plans were going ahead for the Egg Hunt on Easter Sunday. The Meeting Hall would be used to supply refreshments for people/children attending.

 

MATTERS FOR DISCUSSION: - The snicket through Dean Park was dark, Councillor Finnigan to look into this problem.  A meeting had been arranged for 3 March 2008 at 7pm to discuss further the old school on Whitehall Road. Ward Councillors were invited to attend. Subsidence on the moor – Councillor Finnigan will push for these to be filled in as soon as possible.

 

FINANCE SITUATION: - Councillor Curley and the Clerk are to meet before each meeting in future and check bank statements and provide a reconciliation of the accounts for councillors.

 

DATE OF NEXT MEETING: - 17 March 2008 at 7.30pm when a delegation of Magistrates will attend and outline their work in the Court.

The monthly meeting of the Drighlington Parish Council was held on Monday, 17th March 2008 in the Meeting Hall Moorland Road at 7.30pm

 

PRESENT: Cllr J Scholes (Chair person), Cllr A Thornton (Vice-Chair), Cllr V Felton, Cllr L Curley, Cllr S Slater, Cllr C Day, Cllr M Rhodes, Cllr K Warren, Cllr A Brown, 2 Ward Councillors, 26 members of the public and the Clerk.

The minutes of the last meeting, which had been circulated, were proposed by Cllr Slater and seconded by Cllr Thornton. They were approved and signed by the Chairperson.

 

HIGHWAYS: Cllr Felton reported problems on Penfold Road, This is an un-adopted road. Cllr Felton had been advised of a disabled resident, living on Penfold Road who was experiencing difficulties with access due to the bad state of the road. Cllr Felton would report this to the appropriate dept in LCC.

 

Red road markings were currently being laid on the by pass. Litter on the by-pass was still a problem although one side seemed to have been cleared.

 

A member of the audience reported a damaged lamppost on the by pass. The damage was the result of an accident more than a year ago. Cllr Felton to report this to LCC

 

PARKS: Cllr Day stated that LCC had no money to pay for the supply/installation of safety gates at the Park; the cost of the gate is £1,400.00. The Clerk is to apply for an EPAC grant to cover the cost of the gates.

 

MUGA: Cllr Thornton reported that remedial works to the site were now completed. The project had taken over 4 years from inception to completion. A member of the audience asked if the CCTV equipment covering the MUGA could be expanded to include the Park and Bowling Green area. Cllr Thornton replied that this possibility would be looked at by the Parish Council.

 

POLICE: The Clerk had written to Insp. Pedley expressing our thanks and best wishes to Ken, the village PCSO, who had recently transferred to Wakefield. A new, experienced lady PCSO had been appointed to replace Ken and it is hoped that the new officer can attend the next meeting. The crime figures were currently unavailable but is was noted the there had been a slight increase in the crime figures recently.

 

MEMORIAL BENCHES: Residents who wish to donate benches in memory of relatives who had died in tragic circumstances had approached Cllr Slater. Cllr Slater to look for an area where those could be sited in conjunction with a small area of garden. He has also put the suggestion to the “Big Spender” project team for consideration at the May meeting when a vote will be taken to decide on the distribution of the £30,000 available for the project. Cllr Pauline Brown, of Gildersome PC would be contacted as she is working on a similar project in Gildersome. It was hoped that the Ward Councillors would give the scheme their backing.

 

EASTER EGG HUNT: Cllr Scholes reminded the audience that the Easter Egg Treasure Hunt would take place on 23rd March on the moor. Refreshments would be served after the event.

 

MAGISTRATES IN THE COMMUNITY: Two magistrates, Caroline Naylor and Peter Wintringham, gave a talk about the work of magistrates and the court system. There were many questions from the audience. The Chair thanked the magistrates for a very interesting and enjoyable presentation.
